Whole of Government and Whole of Society Approach towards National Security: The case

A Whole-of-Government (WoG) and Whole-of-Society (WoS) approach is no longer a “pandemic lesson”, but it is the operating model for today’s complex crises, from public health shocks and supply chain disruption to misinformation, climate-linked disasters, and cross-sector security threats. The National Resilience College was honoured to have Tan Sri Dr Haji Noor Hisham bin Abdullah, Chairman of the National Heart Institute, who, in his session, unpacked how Malaysia’s COVID-19 experience revealed both strengths and gaps in national coordination and what it means for building faster decision-making, clearer command-and-control, stronger interagency integration, and resilient communities in the next national emergency.
