On 21 January 2026, the National Resilience College hosted an Eminent Speaker session featuring Rear Admiral Dato’ Fadhil bin Abdul Rahman, Director General of the Defence Cyber and Electromagnetic Division, Malaysian Armed Forces, who delivered a strategic lecture on “Information as an Element of National Power.” The session positioned information not merely as data or messaging, but as a decisive instrument of statecraft, shaping perception, influencing behaviour, accelerating decision-making, and protecting national interests across peace, crisis, and conflict. By linking cyber defence, electromagnetic resilience, and strategic communication to broader national security outcomes, the talk reinforced that information superiority underpinned credible deterrence, institutional legitimacy, operational effectiveness, and societal resilience, especially as modern threats increasingly targeted networks, narratives, and trust rather than borders alone.
