Safeguarding the Nation in an Uncertain World: The Internal Security Paradigm
The National Resilience College (NRC), Putrajaya, was honoured to host Commissioner of Police Dato’ Sri Mohd Shuhaily bin Mohd Zain, Director General of the Malaysian Border Control and Protection Agency, for an eminent session on “Safeguarding the Nation in an Uncertain World: The Internal Security Paradigm.” The discussion examined how internal security today is shaped by border integrity, transnational organised crime, irregular migration, smuggling networks, cyber-enabled crime, and the rapid spread of misinformation, all of which can erode public trust and national stability if left unmanaged. Drawing from operational realities, the session highlighted the strategic value of Whole-of-Government coordination, intelligence-led enforcement, and stronger inter-agency integration to protect Malaysia’s sovereignty and sustain national resilience in an increasingly complex risk environment.
